{"id":16136,"date":"2026-04-23T20:26:06","date_gmt":"2026-04-23T20:26:06","guid":{"rendered":"https:\/\/newestek.com\/?p=16136"},"modified":"2026-04-23T20:26:06","modified_gmt":"2026-04-23T20:26:06","slug":"the-curious-case-of-sean-plankeys-derailed-cisa-nomination","status":"publish","type":"post","link":"https:\/\/newestek.com\/?p=16136","title":{"rendered":"The curious case of Sean Plankey\u2019s derailed CISA nomination"},"content":{"rendered":"<div>\n<div id=\"remove_no_follow\">\n<div class=\"grid grid--cols-10@md grid--cols-8@lg article-column\">\n<div class=\"col-12 col-10@md col-6@lg col-start-3@lg\">\n<div class=\"article-column__content\">\n<section class=\"wp-block-bigbite-multi-title\">\n<div class=\"container\"><\/div>\n<\/section>\n<p>Donald Trump\u2019s nominee to lead the Cybersecurity and Infrastructure Security Agency (CISA), Sean Plankey, <a href=\"https:\/\/www.politico.com\/news\/2026\/04\/22\/sean-plankey-withdraws-nomination-cisa-00887136\">informed<\/a> Homeland Security Secretary Markwayne Mullin and the White House that he is withdrawing his nomination after a 13-month stall, during which the well-regarded cybersecurity veteran faced mounting resistance.<\/p>\n<p>\u201cAfter thirteen months since my initial nomination, it has become clear the Senate will not confirm me,\u201d he wrote in a letter sent to the White House, according to Politico.<\/p>\n<p>Plankey was nominated by Trump <a href=\"https:\/\/www.csoonline.com\/article\/3844343\/trump-nominates-cyber-vet-sean-plankey-for-cisa-chief-amid-doge-cuts-and-firings.html\">last March<\/a> but failed to be confirmed by the end of 2025. He was <a href=\"https:\/\/www.csoonline.com\/article\/4116477\/us-cybersecurity-weakened-by-congressional-delays-despite-plankey-renomination.html\">renominated in January<\/a>, only to face resistance to his confirmation. While he waited for his CISA confirmation, he worked for then-DHS Secretary Kristi Noem on Coast Guard issues, <a href=\"https:\/\/www.linkedin.com\/feed\/update\/urn:li:activity:7434822099187183616\/\">retiring<\/a> from the Coast Guard last month.<\/p>\n<p>The administration\u2019s failure to confirm Plankey comes amid great turmoil at the nation\u2019s cybersecurity agency, which has <a href=\"https:\/\/techcrunch.com\/2026\/02\/25\/us-cybersecurity-agency-cisa-reportedly-in-dire-shape-amid-trump-cuts-and-layoffs\/\">suffered severe staff reductions<\/a> and budget cuts since the start of Trump\u2019s current administration, capped by the <a href=\"https:\/\/www.politico.com\/news\/2026\/02\/28\/cisa-cyber-leadership-madhu-gottumukkala-00804515\">sudden departure<\/a> of CISA\u2019s acting director, Madhu Gottumukkala, in February, who was moved into a position at DHS following revelations of <a href=\"https:\/\/www.csoonline.com\/article\/4124320\/cisa-chief-uploaded-sensitive-government-files-to-public-chatgpt.html\">embarrassing security missteps<\/a> he made during his short tenure.<\/p>\n<p>Policy experts say this turmoil is not simply bureaucratic drift \u2014 it weakens US cybersecurity at a dangerous moment, inviting foreign adversaries to exploit the aimlessness of an agency that is crucial to national security. \u201cIt\u2019s hard for an agency to go this long without confirmed leadership,\u201d <a href=\"https:\/\/www.cyberthreatalliance.org\/person\/michael-daniel\/\">Michael Daniel<\/a>, president and CEO of the Cyber Threat Alliance (CTA), told CSO. \u201cThat\u2019s not a good place for the country to be.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"problems-on-the-senate-side\">Problems on the Senate side<\/h2>\n<p>Although neither Plankey nor the White House has clearly stated why his nomination stalled, a series of poorly sourced allegations and reported behind-the-scenes maneuvering over the past few months indicate that adversaries to Plankey\u2019s confirmation were working to derail his leadership of the agency.<\/p>\n<p>On the surface, two Senators vowed to stop Plankey\u2019s CISA confirmation. Sen. Rick Scott (R-FL) <a href=\"https:\/\/cyberscoop.com\/sean-plankey-cisa-nomination-stalled-senate-holds\/\">blocked<\/a> Plankey\u2019s nomination due to a Coast Guard issue. At the same time, Sen. Ron Wyden (D-OR) <a href=\"https:\/\/www.csoonline.com\/article\/4162801\/%5CUsers%5Ccynth%5COneDrive%5CDocuments%5CSen.%20Ron%20Wyden%20(D-OR)%20held%20up%20Plankey%E2%80%99s%20nomination%20to%20force%20CISA%20to%20release%20an%20unclassified%20report%20on%20telephone%20network%20security\">held up<\/a> Plankey\u2019s nomination to force CISA to release an unclassified report on telephone network security.<\/p>\n<p>A knowledgeable source told CSO they heard on the \u201cbackchannel\u201d that someone on the Senate side called on US Representative Hillary Scholten (D-MI) to <a href=\"https:\/\/scholten.house.gov\/media\/press-releases\/rep-scholten-calls-dhs-investigation-former-coast-guard-advisor-simultaneously\">send a March 24 letter<\/a> to DHS Inspector General Joseph Cuffari to investigate Plankey\u2019s connection to a government contracting firm, alleging that he failed to cut his financial ties with the firm before his CISA nomination.<\/p>\n<p>However, the CEO of that firm told CSO he was blindsided by Scholten\u2019s letter and that Plankey had forfeited all financial interest in the company prior to the announcement of his CISA nomination. The CEO told CSO he sent a letter to the Coast Guard detailing the facts after Scholten \u2014 who he said never contacted his company \u2014 sent her letter to DHS.<\/p>\n<p>CSO contacted Scholten\u2019s office multiple times seeking comment, but received no response. CSO also received no response to the questions surrounding this letter from either DHS or CISA. CSO made efforts to reach Plankey for comment, but yielded no response.<\/p>\n<h2 class=\"wp-block-heading\" id=\"questions-over-who-wanted-plankey-blocked\">Questions over who wanted Plankey blocked<\/h2>\n<p>On March 3, Ana Visneski, a former head of global disaster response at Amazon Web Services and former chief of digital media for the US Coast Guard, <a href=\"https:\/\/bsky.app\/profile\/oceanbound.bsky.social\/post\/3mg6namastk2f\">posted on Bluesky<\/a> that she was \u201chearing from multiple sources\u201d that Plankey \u201chas been fired and escorted out of Coast Guard HQ by security,\u201d a post that was <a href=\"https:\/\/bsky.app\/profile\/oceanbound.bsky.social\/post\/3mg6nbxxdrc2f\">picked up<\/a> by at least one influential military analyst. Visneski did not respond to CSO\u2019s request for comment.<\/p>\n<p>Following Visneski\u2019s social media post, CBS News <a href=\"https:\/\/www.cbsnews.com\/news\/trump-nominee-cisa-cyber-agency-removed-as-senior-dhs-adviser\/\">published<\/a> a report repeating the allegation, saying that Plankey was abruptly escorted out of the US Coast Guard headquarters and had his access badge removed. CBS News also reported that sources said Plankey\u2019s renomination was made in error, which the White House denied.<\/p>\n<p>The CBS report also highlights longstanding tensions between Plankey and Madhu Gottumukkala over cybersecurity contracts. Gottumukkala had been former DHS Secretary Kristi Noem\u2019s CIO in North Dakota, and Plankey, by all accounts, had an excellent relationship with Noem while at DHS.<\/p>\n<p>Two sources told CSO that it was highly unlikely that Plankey was fired because he received a Coast Guard award days after he was supposedly escorted out of the building, and, moreover, he was still the CISA nominee at that point, an unlikely status if he had indeed been fired.<\/p>\n<h2 class=\"wp-block-heading\" id=\"a-weak-agency-in-the-middle-of-a-hot-war\">A weak agency in the middle of a hot war<\/h2>\n<p>Whatever harm may have been done to Plankey, it is certain that the lack of leadership at CISA risks damage to the nation\u2019s security, particularly in the middle of the Iran war.<\/p>\n<p>\u201cCybersecurity is not just a law enforcement or an economic issue,\u201d CTA\u2019s Daniel said. \u201cIt\u2019s both of those things, but it is also a national security issue. And we are in a position now where we have started a hot war, a kinetic war.\u201d<\/p>\n<p>He added, \u201cOne of the tools that Iran has at its disposal is its cyber capabilities, and it would be foolish of anyone to think that Iran would not at least consider targeting US critical infrastructure because of that ongoing conflict. You have left your nation\u2019s cyber defense agency, which is responsible for working with critical infrastructure across the whole country, leaderless when you\u2019re in an active hot conflict. So that seems like a problem to me.\u201d<\/p>\n<p>Just how long CISA will be leaderless is unclear. One thing that is clear is that Plankey will support whoever does become the next CISA leader.<\/p>\n<p>\u201cWhile I humbly request the removal of my nomination, I wholeheartedly support President Trump\u2019s upcoming nomination for CISA and look forward to the continued success of the United States of America,\u201d Plankey told the White House.<\/p>\n<p>In the end, the story may be less about Sean Plankey than about what happens when Washington treats cybersecurity leadership as expendable.
